He is an officer of Pakistan Administrator Service with blend of experience in Government service as well as Development Sector. He has worked for the Government of Pakistan for over thirty three years which includes a year of secondment with USAID in Pakistan. He holds a degree in Master of Public Policy from University of Chicago as well as Master of Business Administration from Institute of Business Administration (IBA) Karachi.
Mr. Mohsin has previously worked as Secretary Inter Provincial Coordination and Special Secretary, Ministry of Finance where he was heading Debt and Budget Wings. He has also served as Economic Minister in Pakistan Embassy Washington DC for over five years where his major responsibility was to liaise with IFIs and US Administration and keep them abreast of Government’s economic policies. He has also served as DG NIM Karachi and Secretary Planning at the Government of Sindh.
He has taught thirty five courses of Microeconomics, Macroeconomics, Contemporary Issues in Global Economics, Managerial Economics and Issues in Pakistan Economy to BBA and MBA students at IBA Karachi. He has also been delivering lectures on Project Management, Program Monitoring and Evaluation, Negotiation Skills and Decision Making and Change Management. He is a Bridge player of international repute and earned the rank of Ruby Life Master from American Contract Bridge League. He twice won the Annual William Poissant Bridge Trophy held by Northern Virginia Bridge Association.
Mr. Abdulrahim A. Al Nooryani is the longest serving Board member and has been on the Board since 2006. Mr. Al Nooryani has 40 years’ experience in the telecom industry. He is Chairman of Etisalat International Pakistan LLC, which is a subsidiary of Emirates Telecommunication Company. He is also Chairman of the Board of Directors of Pak Telecom Mobile Limited. Mr. Al Nooryani joined Etisalat as a graduate trainee, and subsequently rose to become the Chief Officer Procurement, Contracts and Administration. He held several directorships at Etisalat’s numerous subsidiaries.

He has served in different capacities in the public sector for more than three decades. In addition to different assignments in Auditor General Office, he has served in the Ministry of Industries & Production, Cabinet Division, Federal Ombudsman and Ministry of Finance. He also joined a public sector university as a tenured faculty member and taught public policy and knowledge management for three years.
Dr. Khan won Britannia Chevening Award and did his Masters in Public Policy & Management from the University of Manchester, UK. He also did his PhD from the same university on World Bank funding, and post-doctorate on Fulbright Scholarship from Public Utility Research Center, University of Florida. He has also contributed as a mentor in the US embassy's Alumni Mentors program.
Mr. Hamed Yaqoob Sheikh is a Member on the Board of the Company nominated by Government of Pakistan. He is currently serving as Finance Secretary, Ministry of Finance, Government of Pakistan. He is a PAS officer from 20th CTP. He has more than 29 years of experience of working in a broad range of organisations both within the public sector as well as outside. Hamed has served in three provinces (Sindh, Khyber Pukhtunkhawa and Punjab) and Federal Government in various positions. He has extensive experience of working in the realm of public finance. His last assignment was Secretary, Planning Development and Special Initiatives, Government of Pakistan.
Mr. Hamed Yaqoob Sheikh has also served at key positions in the provincial hierarchy both at the provincial level as well as in the field including Chairman Planning and Development, Secretary Finance, Commissioner Bahawalpur, Secretary Livestock & Dairy Development Department Punjab, Special Secretary Finance, Chief Economist at Planning & Development Department, etc. In his assignment as Finance Secretary Punjab, he saw through transitions of elected governments as well as local government system.
He has worked with international development partners as advisor and consultant in the realm of policy and governance reforms especially relating to public finance. He headed DFID/UKaid funded governance reform programme, titled Sub–National Governance Programme, in Punjab under which support was provided to Punjab government for transition to new local government system, PFM reforms besides running an innovation fund to test several service delivery models.
Mr.Hamed earned MBA from IBA Karachi and MSc Development Studies from School of Oriental & African Studies (SOAS), United Kingdom, on Chevening Scholarship. He was awarded Hubert Humphery Fellowship in 2013.
Mr. Hatem Dowidar possesses more than 20 years of experience in the telecom industry. He is the Chief Executive Officer of Etisalat International. Mr. Dowidar started his career in AEG/Deutsche Aerospace (Daimler Benz Group) in Egypt before moving to Marketing in Procter & Gamble. Prior to joining Etisalat Group, he was the Group Chief of Staff for Vodafone Group. Mr. Dowidar was previously with Vodafone Egypt and served as Marketing Director, later becoming the CEO of Vodafone Egypt. He held several senior positions at Vodafone Group and its subsidiaries, including Group Core Services Director, CEO of Vodafone Malta, CEO of Partner Markets with partnerships covering over 45 markets and Regional Director Emerging Markets. Mr. Dowidar also serves as Chairman and Board Member in several Corporate Boards within and outside the telecommunications industry. Mr. Dowidar holds a bachelor’s degree in communications and Electronics Engineering from Cairo University and an MBA from the American University in Cairo.
Mr. Mikhail Gerchuk is the member on the Board of the Company nominated by EIP. He is currently serving as the Chief Executive Officer, International, Etisalat Group. He brings more than 20 years of experience from the telecom industry. He has held notable leadership roles with Vodafone, MTS, and VEON, covering general management, strategy, marketing, product and service development, as well as launching new business segments. He also served as a Senior Advisor for the Telecom, Media and Technology Practice at McKinsey & Company in London.
Gerchuk began his journey in telecom with Vodafone in 2002 where he was the Global Head of voice propositions and later the Chief Commercial Officer at a Vodafone subsidiary. He then joined MTS as a Group Chief Commercial Officer where he was responsible for propelling it into a top 100 global brand.
At Veon, Gerchuk held positions of the Group Chief Commercial and Strategy Officer and then the Head of the Eurasia region, covering operations in 7 countries in Europe and Asia.
Under his leadership, the Eurasia region of Veon delivered double-digit growth in revenues and profits.
Gerchuk has extensive Corporate Governance experience, serving as a Chairman and a Board Member in several corporate boards within and outside telecoms industry in Europe, Asia and Africa.

Dr. Karim Bennis is a Member on the Board of the Company nominated by EIP and working as an Acting Group CFO, Etisalat Group. He was appointed as Vice President Financial Control and Planning of Etisalat Group in August 2013, a leading company in the telecom market within Middle East, Asia and Africa (USD 14 billion Revenues). His area of responsibility is the Etisalat Group footprint which includes 16 countries including UAE, Morocco, Egypt, Saudi Arabia and Pakistan. In his previous roles, Karim served as Deputy Managing Director and CFO at Tractafric Motors Corp. His other roles included Finance Controller, Strategic Planning & Subsidiaries Management of Maroc Telecom (7 years as a Secondee of Vivendi Group) and Group Financial Controller European Division of Crown Cork & Seal Company in Paris. Along with his expertise in Telecoms, Karim has international experience of various industries including manufacturing, retail and heavy equipment. Karim is a member of the Board, Executive Committee and Audit Committee of Etisalat Egypt. He also serves on the Board and Audit committee of Atlantique Telecom Holding. Karim holds a Masters in Economics & Corporate Finance from Sciences-Po Paris, an Executive MBA from Ecole Nationale des Ponts & Chaussees and a PhD in Economics & Technology from Conservatoire National des Arts & Metiers in France.
Syed Hussnain Abbas Kazmi, is a Member on the Board of the Company nominated by the Government of Pakistan. He is currently serving as the Executive Director of National Information Technology Board (NITB), Ministry of IT & Telecom. He completed his Masters in Public Administration with HR as a major from University of The Punjab in 2005. He has been working with the Federal Government on various leadership roles since 2017, earlier he was working as Director General (Admin) in NITB. Mr. Kazmi has an extensive public and private work exposure with great achievements. He is a seasoned management practitioner with an experience of more than two decades, which includes extensive top leadership experience managing a full spectrum of human resources and operations programs, services and functions i.e. financial management, budgeting, audits, general admin, procurement, project management, security, organizational development, learning management, talent management, employee relations, compensation management, HRIS, operational management, business process re-engineering (BPR), change management, organizational re-structuring with proven record of achieving organizational goals.
Mr. Burak Sevilengul is a Member on the Board of the Company nominated by EIP. He is currently working as Chief Commercial Officer at Etisalat, responsible from International operations in the Middle East, Asia and Africa. Mr. Burak brings 25 years of experience in international companies in Europe, Middle East, Africa and the USA of which more than 20 years is in the telecommunications and technology industries. Prior to his current role, he assumed the Chief Consumer Officer position at Turkcell, a regional telecommunications and digital services provider and board positions in retail and fintech companies. In addition to member PTCL Board, Mr. Burak currently is the Chairman of U Microfinance Bank Limited (UMBL)- a subsidiary of PTCL Group. Burak holds a B.SC degree in Management from Middle East Technical University and an MBA degree from University of Georgia.
